    From notes of the 9/15/2001 meeting

    Vice Presidential Election: nominees: Jim Sadowski and Don Hood (incumbent), Jim Sadowski was elected Vice-President.

    Registrar Election: nominees: Sloane Bailey, Ben Jones (incumbent), Ben Jones elected.

    Recording Secretary: nominees votes: Steve Long 3, Michael Slie (incumbent) 68, Sloane Bailey 52, Michael Slie elected.

  2. REFEREE REPORT by Scott Meyers Mr.. Meyers was not able to attend because of inclement weather.
  3. DISCUSSION OF AMENDMENT PRESENTED BY ERIC HOY Since Mr.. Hoy was not present amendment tabled until next meeting.
  4. DISCUSSION OF THE REPORT ON MANAGEMENT OVERSIGHT Report the report committee was chaired by Larry Monaco. The report addressed long term financial well being of the MDCVSA and measures that can be taken to insure it.
  5. TREASURER'S REPORT Luis Del Aguila resigned as Treasurer and MDCVSA President as appointed Ralph Wills as acting Treasurer. President finds no objection from the council for his appointment of Ralph Wills as Treasurer. A non binding consensus vote was taken to affirmation acceptance of Mr.. Wills as Treasurer.
    1. Mr. Wills has put in time to familiarize himself with MDCVSA financial matters
    2. Discussion of account balances see Treasurers report
    3. Member accounts generally are in good shape with the exception of a few delinquencies.
    4. There are a few expenditures out but the Treasurer feel confident of his familiarity with the Association accounts.
    5. A record of membership account standing will be developed for the Executive Secretary by Mr.. Wills.
  6. OFFICERS' REPORTS
    1. PRESIDENT
      1. Wally Watson inducted into the DC -Virginia Soccer Hall Of Fame, as pointed out by Mr.. Ralph Wills.
      2. Luis Del Aguila resigned as Treasurer and MDCVSA President as appointed Ralph Wills as acting Treasurer. President finds no objection from the council for his appointment of Ralph Wills as Treasurer. A non binding consensus vote was taken to affirmation acceptance of Mr.. Wills as Treasurer.
      3. World Cup Tickets are available for all US games in the first round. Tickets are not directly available for games in the later rounds. Ticket for later rounds, R16 can be conditional reserved. Conditional reservation means, you pay and your team advances you get tickets. If your teams does not advance your money is refunded.
      4. About Nonprofit Status- VA state tax report has been filed. Jim Sadowski is pursuing issues surrounding filing the papers in DC. Status of the DC filing: Because the original filing specified as board of directors, all delegates of the MDCVSA which is functionally unworkable because it is very hard to get all members together to vote. The filing is impeded until the charter can be amendment to change it Board OF Directors. The MDCVSA is advised to change it Board Of Directors to a smaller more workable body. The optimum size is 3 people. This amendment must be voted upon at a meeting where we have quorum.
      5. 1999 and 2000 IRS reports have been filed
      6. 2001 report is not completed yet
      7. 2001 registration report is being reconciled. It is late because of the change in treasurer.
      8. Audit Committee Report-Addresses a five year under payment of United States Amateur Soccer Association (USASA) fees, estimated to be as high as $150K. Rolling league schedules have make it hard to correctly track and account for payment of registration money. Money that should has been forwarded to the USASA was retained in the MDCVSA. A final settlement of $50K plus $10K fine was negotiated with the USASA. The settlement, $50K, has been paid and the fine is being appealed.
      9. Discussion of fine and settlement
      10. Discussion of the need for better bookkeeping and registration procedures.
      11. Registration Change From The National Level (USASA), Fee Increase proposals, three proposals are under consideration 1) flat per player fee - drop team fees, 2) flat per team fees - no player fees, 3) flat $100 per team fee - including DNO insurance for all members. Consistent feature of all proposals is elimination of different between recreational and premier players.
      12. The net effect of the change is expected to be simplified registration for players and teams.
    2. VICE-PRESIDENT
      1. The report was handed out to members prior to the meeting.
      2. Acceptance of the report with the suggestion that the VP breakdown report by subject as well chronically.
    3. REGISTRAR Not present
    4. EXECUTIVE SECRETARY Asked for updates to personal information.
    5. RECORDING SECRETARY no report

  7. COMMITTEE REPORTS
    1. AUDIT COMMITTEE
      1. Bruce Williams stepped down as chair of 1999-2000 audit committee for personal reasons. Lauren Ware appointed to chair '99-'00 in additional to duties as chair of '00-'01 audit committee.
      2. Derek McCown and Michael Marino accept appointment to committee as the president selects a reconstituted audit committee.
      3. Jim Sadowski is disallowed from appointment to audit committee due to membership on the board.
    2. SELECT TEAMS
      1. Luis Del Aguila has quit as director of the select team program.
      2. The select team program is in jeopardy. The select team program no longer serves its purpose, of exposing amateur players to professional teams, because the professional development leagues siphon off the best players. Thus, the Select Team Program participation is dwindling. Its harder to field a team. The Donnelley Cup has been canceled. In opinion of the President, MDCVSA should not commit itself to the select team program until we know the nature of current nation select team program. The program is very expensive. Cost of the select team estimated to be as high as $15K/year. It is not clear whether it makes sense to continue the select team program in MDCVSA. The State Select Team committee would like guidance from the council on whether to continue the select team program.
    3. NATIONAL CUPS
      1. Presentation of National Cup regional level results.
      2. This year the Cup committee has tried to schedule games over the Winter season in order to have the state side of the National Cup competition finished in time for the regional schedule. Scheduling and coordination is a real problem.
      3. The national Cup coordinator is tasked to meet with teams present to work out scheduling difficulty
      4. One entry in the Women's Amateur Cup, no entries in the Open Cup.
      5. Women's amateur cup, over 30, 2 teams entered Bandits and Rebels.
    4. STATE CUPS
      1. Results of 2001 finals in Richmond in June in Bryant Park in July
        • 18 teams in State Cup competition, 12 in Challenge Cup. Over 60% increase in number of participating teams over previously year, 2001. Completed on budget Divisions and details available on the State Cup page at www.mdcvsa.org
        • Winner 2001 State Cup: LCC International
        • Winner 2001 Challenge Cup: Virginia Beach International
        • Central Virginia Soccer Association offers to host the 2002 State and Challenge Cups.
        • Derek McCown appointed chairman of MDCVSA State and Challenge Cups for 2002 tentatively scheduled for 15, 16, 17 June 2002.
    5. WOMEN'S STATE CUP
      • 6 teams entered.
      • Round robin tournament
      • Winner 2002 Women's State Cup: Our Way
      • It was the first Women's State Cup held in 10 years
      1. The Women's and Men's coordinators will look into doing Cup together this year.
    6. COED CUPS
      • Conquistors won National Tournament
      • Jim Sadowski bid to do next year's, 2003, national coed tournament at Virginia Beach at the
      • Hampton Rhodes soccer complex and
      • Volunteers are needed, reimbursement is possible.
    7. WOMEN'S CHALLENGE CUP
      • Cup tournaments held at Hampton Roads Soccer Complex
      • 12 teams participated in 2 divisions
      • USASA will no longer fund this event as a National Tournament.
      • Women want to continue this event without USASA funding but sponsors are needed.
      • Lauren Ware solicits financial support from MDCVSA in the amount of $2500
      • 2002 event is to be held in July
  8. OLD BUSINESS
    1. AUDIT COMMITTEE REPORT
      1. Report distributed (to be kept in house), 1) Fourth Interim Audit Report - Jan 19, 2002. 2) Appendix 1 3) Exhibit 2: Letter from Mike Edwards
      2. Discussion of underpayment figure and what to do with the difference between settlement amount and underpayment amount. Proposal-divide surplus between MDCVSA treasury and other soccer body. Need to improve registration procedures acknowledged. The President is reluctant to create new fund disbursements in light of the USASA settlement.
      3. Committee recommendation: recommend that officers be instructed to keep certain records to avoid this type of hassle in the future.
      4. The President will address the problem of record keeping by officers.
      5. Discussion of the problems with registration information collection and retention.
  9. NEW BUSINESS
    1. Presentation by Selim for Hampton Roads. Soccer Leagues in Hampton Roads are attempting to build an indoor soccer complex.
      • ISL is attempting to build an indoor soccer complex, 4 fields.
      • Would like MDCVSA to join as a financial partner.
      • Have contract on the real estate. Site is on Holland Road. Are awaiting approval from the municipality.
      • Deadline for the contract is thirty days from 1/19/2002.
      • The Soccer Foundation is cited as a possible source of funds, referred to the website because it has an on-line grant submission form.
      • MDCVSA can not sponsor because of financial issues like the settlement with USASA and new spending constraints indicated by the management memo.
      • Plans For the site including blue prints are exhibited for the council.
    2. Comments or suggestions for the next meeting. Location suggestion taken from the council, May 4, 11, or 18, 2002 in Fredericksburg, VA. Discussion on the 2002-2003 budget added to the agenda. Please e-mail ideas to Suzie Price
  10. FOR THE GOOD OF THE GAME Recognition of Virginia International for their Cup Championship. Winner in the Challenge and Runner-up in the Open Cup.
